Legal Regulations related to Personnel
General Directorate of TKI employs labors in accordance with Labor Law No.4857 and the Decree-Law on Permanent and Contracted Staff with Law No.399.
a) Contracted Staff Positions by Open Appointment
Within the provisions of “The General Regulation about the Examinations to be Made for those who will be Appointed for the first time to Public Offices”;
(A)-Group Personnel: This group is defined for the appointed personnel subjecting to the Private Competition Exam of TKI and the qualification test following a training program. The eligibility of the candidates for the exam is determined according to their success ratings in the Public Personnel Selection Examination of Turkey (KPSS). People who succeed in the Private Competition Exam are appointed to the related positions with an open appointment.
(B)-Group Personnel: This group is defined as the personnel appointed by the Directorate of Student Selection and Placement Center (ÖSYM) for the vacant positions according to their online applications and KPSS scores. These positions are open through the State Personnel Administration based on the permission of the Undersecretariat of Treasury, in accordance with the General Investment and Finance Programs.
b) Appointment to Labor Position
The appointment is carried out under the provisions of “Regulation on the Procedures and Principles to be Applied in Recruitment of Workers for Public Institutions and Organizations” and “The General Regulation about the Examinations to be Made for those who will be Appointed for the first time to Public Offices”.
Hereby, the title, number, and qualifications of the people to be employed in TKI are announced by the Turkish Employment Agency. The list of the applicants eligible for the exam is provided to our establishment.
- In labor demands for people with an associate or bachelor’s degree, job placement is carried out according to the scores of written and/or oral examination of TKI among the candidates listed by the Turkish Employment Agency considering their rankings in KPSS or EKPSS exams.
- In labor demands for people with secondary or lower education levels, job placement is carried out among the candidates applied to the Turkish Employment Agency and according to the results of lot drawn under the supervision of a notary public.
