Coal for Industrial, Heating, and Thermal purposes are produced and supplied to the market by the TKI Directorates. Detailed information on how our customers may provide coal is explained below.
A) INDUSTRY SECTOR
Coal is provided to industry sectors by cash price contacts or forward contracts. According to the sales program, the requests of coal that will be supplied to industry sectors for the following year are collected in October every year, after the announcement of the TKI Directorates.
The registered customers who request coal from the TKI Directorates can order online from the Customer Information System (http://crm.tki.gov.tr, https://miy.tki.gov.tr/) by logging into the system with their user names and passwords. New customers can sign up in the same system. Besides, the customers can make their coal requests physically by a letter of application.
After receiving the requests from industry sectors, the amounts of coal to be supplied for the following year are announced from the web pages of the directorates at the end of November every year, in accordance with the criteria specified according to TKI Sales Program. After the announcement, a 1-month duration is given to the companies to sign the contract. According to the agreements signed with the companies, coal delivery is started after the beginning of the year.

• Application Form (It will be announced in the webpages of the Directorates during the request period)
Contract Phase:
• Capacity Report: Calculated amount of coal consumption will be stated in this report. (From the Chamber of Commerce and Industry, other Chambers and Organizations),
• The original or notarized copy of the Registration and Activity Certificate from the Chamber of Industry and Commerce (with new dated),
• Notarized list of authorized signatures of the Company.
B) THERMAL PLANTS
Coal sales are made with long-term or annual contracts for the thermal plants affiliated to EUAS (Electricity Generation Company) and privatized by the Directorate of Privatization Administration in 2014.
Coal demands of other thermal plants are met with cash price contacts or forward contracts, depending on the coal production and stock conditions of the TKI operating areas.
C) HEATING SECTOR
The sales of +18 mm and 10-18 mm size coals for heating purposes, supplied to the market in bags by TKI, are generally made in three ways.
1. The “direct sale” method is applied to state institutions and organizations.
2. According to the Presidential Decrees, the delivery of coal to needy families and the Ministry of National Education.
3. Coal sales through distributors affiliated to TKI.
Coal produced and supplied to the market in bags by TKI for heating purposes is not sold directly to customers. Coal is sold to customers through our distributors.
How to be a distributor?
Announcements related to distributorship agreements across the country are made in September-October every year. The candidates can submit their requests for distributorship from the Customer Information System at https://miy.tki.gov.tr/ and http://crm.tki.gov.tr. The application process is completed by clicking the tab named “Coal Requests”, then selecting “Heating (I want to be a distributor of bagged coal for heating purposes)”, and filling in the required information.
People who will use the system for the first time can register to the Customer Information System from the sign-up tab. The bidders should submit a letter of application that states the amount of coal to be sold. The letter should be delivered to Incoming Document Service or Marketing and Sales Department by hand, fax, mail, or e-mail. After receiving requests, the amounts allocated to the distributors under the TKI Production-Sales Program are announced, and the distributor candidates are invited to sign the contract.
DESCRIPTIONS OF A DISTRIBUTORSHIP
Real and legal persons;
- Companies or businesses operating under municipalities;
- Real and legal persons who can certify that they won the tender of any government agency.
PROCEDURES AND PRINCIPLES FOR DISTRIBUTORSHIP
Distributors will be able to sell coal for heating purposes according to the Regulations and Circulars published by the Ministry of Environment and Urbanization.
- Chestnut (nut-size) coal can be delivered to the houses and workplaces having a stocker-type heating system if the corresponding Governorship gives the related permissions and the distributor certifies the permission document. In the contract phase, the following documents must be submitted. Otherwise, the distributorship agreement will not be signed.
- Solid-Fuel Distributer Registration Certificate (If this certificate cannot be obtained from the Provincial Directorate for Environment and Urbanization, then TKI will not evaluate the related distributorship applications in the related province).
- Original or notarized copy of the Certificate of Activity from the Chamber of Industry and Commerce (Those who are not registered to the Chamber of Industry and Commerce will obtain the related documents from the chambers that they are registered to).
- Copies of Tax Certificate and Commercial Registry Gazette for the new distributors.
- Commitment letter that declares that at least 1,000 tonnes of coal will be sold during the contract duration.
- Commitment letter that declares that there is a confined space for coal storage (penthouse can also be used for storage). [Note: An area address stated as storage or office address can be declared only by one distributor. Distributorship agreement is canceled for the distributors who claim the other companies' storage areas or offices as if they belong to them, and those who are realized to give incomplete-false-misleading information in their declarations.]
- Definite letter of guarantee of 30.000-TL valid for 15 ay months or unlimited in time.
- List of authorized signatures for companies and signature declaration for unlimited company (notarized). Original letter of attorney and original statement of the agent's signature for the commercial agents, i.e. representatives.
- Receipt of contract stamp tax [Calculation of contract stamp tax: Amount of the Coal to be Delivered x Coal Price (excluding VAT) x 0.00948 TL]
- Coal should be sold at or below the maximum selling price calculated by summing up the coal prices at TKI Production-Sales offices, distributor’s profit of 15%, and transportation cost varying by distance. (This selling price, i.e. distributor’s coal selling price, is calculated by TKI)
- Receiving coal from the TKI Production-Sales Points at cash price: It is the process of depositing the fee in advance, placing the order amount specified before the monthly deadline, and delivery of coal from the TKI Production-Sales points. (It is required to deposit the money, calculated for the coal amount declared for a month on the contract annex to be signed, to the TKI bank accounts before the related month.)
- The monthly schedule and deadline for coal delivered to the distributors are determined by TKI considering the production schedule and the coal amounts requested by the distributors. Distributors should accept the decisions on coal type and amount.
- Distributors sign the agreement by accepting the terms stated under Procedures and Principles For Distributorship.
Coal is delivered to the distributors signing the agreement after the beginning of the year and according to the schedule stated in the contract.
